Deadwood has that as well. Especially in the 2nd and 3rd season. The most morally questionable character sneaked his way into becoming my favorite character of the show. Possibly my favorite character of any story.

Those two would actually be pretty interesting to watch back to back, since they're both almost like the equal opposites of each other in the same genre. Where the Wire tends towards the slow, cerebral, and widespread, The Shield is more quick-paced and close knitted.
I remember reading that The Wire is a Dickensian tale to the more Shakespearean Shield once, and thought that was a pretty dead on accurate description.
...though I still think Breaking Bad is better than both.

One thing that's been bugging me - the show (BB) is only a couple of years old, but everyone seems to be using flip phones from the 90s.

I thought the flip phones was to just have generic phones, unlike some other shows which clearly have Samsung or Apple deals. I liked it.

Edit: I saw the flip phone as a way to let them give some dramatic flourish when they answer & hang up the phone, and destroy it of course.

I saw on youtube a documentary-ish film recently that told about the real life Walter White persona they based that series on. Maybe that's that's why they based it on the flip phones, cause RL Walt's rise was more like a decade ago... Or maybe it was for the reasons u stated.
