I'd rather say a highly privileged, posh clueless bumbling buffoon. An educated but utterly clueless clown. A disaster for the country. Completely disconnected from the rest of society. Living in his own bubble, thinking he himself is so important that he can actually influence things way beyond his control, or lie so much about it he actually believes himself, ignoring reality and already several steps above his level of incompetency. Will say anything to sway an audience, whether connected to reality or not. I can not for the life of me understand why people call him "charming" or "charismatic", unless these words mean something very different to moronic uneducated idiots tricked into voting directly against their own interest. I hope that he will finally be the one thing that makes people realise that Brexit was always a terrible idea and it will hurt them in ways they did not understand when they voted. Perhaps too little, too late. Perhaps we're already too doomed to turn back to sanity.
Or in layman's terms: a posh twat.

That could also describe Anthony Blair, although he pretended to be common by pretending to like football, and not speaking properly.
