I'm not sure if it's stated explicitly anywhere in the game, but established theory is that the mechanists used technology they unearthed in the Lost City to create the rust gas.

As well as being in charge of the excavation, it's said that he discovered the ancient technology of the Pre-Cursors.
M14B14: "At the KD site, Cavador hath uncovered the ancient power used by our Order to benefit all of humankind."
M14B02: "Today we set course once again for the KD site, bringing Cavador back to continue his excavation. He wouldn't go into details, but apparently he's uncovered some new artifact that Karras is very excited about. This may be the last voyage we make in quite some time, as Cavador has been ordered to remain at the site indefinitely."
AND: "The crew is prepared for yet another voyage to the KD site -- this time to drop off special cargo for Cavador. He's ready to excavate another zone, and, as per standard Mechanist procedure, needs to cleanse the area with rust gas to prevent the growth of any flora."
M14B05: "...on the instruction of Cavador, our new facilities have been built directly into those structures that we didst take over."
M15B07: "Ah, wondrous discovery! For the chance to learn here, I would excuse Karras far more than he hath done.....
Mayhap I spoke too soon. Of all the wonders our Ancestors hath left for our discovery, Karras is fascinated by only the smallest portion. Yet,
without his aid, 'twould be naught to explore....
Still more rust gas hath arrived. I sent it as well to the lava, for I cannot convince Karras how little use we have for it. If only the Cetus Amicus could carry more digging supplies instead......
Site 2 goes best; it hath yielded up what Karras wanted, and now we explore its greater mysteries. How beloved of the Builder these Ancestors must have been, for surely he did show them all matter of wonders we can barely
comprehend!........
Time will be short for my side projects, at least until the next shipment. Even then, I fear more unreasonable demands, until there is barely time to sleep,
lest we fail to meet Karras' schedule......"

hmm. OK, from the sounds of that, it was something else they discovered in Karath Din, not the Rust gas, as the rust gas is clearly being manufactured elsewhere and shipped in.
So what was the wondrous discovery? The servant's masks, with a contraption for dispersing gas? Or what?

I believe the delivery system was found there. However, the secret of the rust gas may also have been from the Lost City. In Sabotage at Soulforge, you can hear a message over the loudspeakers;
"'Twas the Builder that smote them, the precursors. He gave them the power to bring about His paradise. But they refused, or lacked the ingenuity."

Cavador was Karras' head "scientist". He was involved in many projects that are hinted at during the game, including searching for any knowledge that the Precursors may have had that he could research or improve.

i wonder, if he was released, did ol Cavvy go back to Karath Din and study more, he did seem extremly fascinated with his newer discoveries, much like a child with a brand new toy. or me with C++ if the Precursors had this kinda power, imagine what other power they might have had. Karras barely scratched the surface as it was, and he had friggin robots and security cameras. i fear to think what was lying there, waiting for Karras to find and abuse, a Percursor Nuke, owntage to the highest degree. maybe the Precursors didnt die off, maybe they saw the coming disaster and made for a new land, or even for a new world.
what if the Precursors had technology almost to rival our modern tech, a scary thought, considering that the Thief realm is in the dark ages. :wot:

their tech was most certainly nowhere near ours. their knowledge probably surpassed ours, but in terms of tech they were rather primative, beyond the use of a few simple machines such as the one that extends the bridge in the arena.
think of it like the maya- primitive, stone age technology, but those fuckers invented the calendar, math, and the concept of zero.
some precursor artifacts such as the cultivator likely relied as much on magic as they did simple physics. of course, that's all speculation since we have no idea what the cultivator actually DOES, besides multiply the rust gas. i imagine it was probably used for something agricultural.
most of their society was obliterated in the cataclysm, mostly because their emperor wouldn't listen to the intelligentsia and evacuate.
