If you watch that cutscene carefully, the rust gas has no effect until it goes through the cultivator. Before it goes through the cultivator it just floats over and between the blades of grass. This is where some of us came to the conclusion that the rust gas is clumped up and benign until it's whipped up and atomized by the cultivator. More theories branch off from there.

Aha! That makes a lot of sense actually. I always wondered about that but figured it could be shoddy art design on the cutscene! :p
I suppose your explanation would give the Cultivator a real purpose in the game!

The cultivator might contain a catalyst then as I doubt any active chemicals would still be intact after that amount of time.
I'm thinking that the Mechaninsts learned how to make rust gas from the Precursor ruins, but the ruins would only have a small amount left (or perhaps just a book saying how to make and use it). As such, they are now making their own and shipping it down to the ruins.
