I think he means they seem to have put a lot of thought into seeming cheesy and ridiculous. The charm of all those bad old action movies was a certain naive sincerity.

As a longtime fan of both Serious Sam and Painkiller, I have no problem with big dumb (well-made) FPSs. But the one-liners in Bulletstorm are just painfully, cringe-inducingly awful.
