My sister has a baby and she bought a teddy bear from this company that offered you the choice of replacing the squeaker with a recorded sound (like your voice). You could take your plushie to said company (can't remember the name) and perhaps somehow insert a recording of a sound file from the Thief game itself (like the Burrick whine when it see's another dead Burrick :P)

Usually it's just a little wad of electronics with a button that plays a sound. I think I would peek around the internet for some info on how to hack various electronic sound toys.
I never did it, but once found a tutorial describing how to hack a furby sound chip for instance. Someone put Mr T sounds on it XD.
On a basic level it would just be a matter of getting a replacement sound on a data holding device. That would probably be easier on a more modern toy as more and more gets taken over by computers. Typically if it's a computer you can get it to 'talk' to another computer. Giving it sounds DIY is probably a frustrating, complex, project, but if you know any dedicated tinkerers it might be an invigorating challenge for them.
