Yes, rusting.

That's looking good.
At the moment, the symbol in the centre looks glued in front of it rather than a part of the banner, since it's not wrinkled. The whole thing is also a bit too bright overall.

Aye, the trim around the banner should be darker, closer to brown than gold. As for the symbol, I'd say simply adding the fabric pattern overlay would make it look less like it's been stuck on.

It still doesn't really look like fabric.
The dark parts in the outer ring are too dark, they should be more of a darkish brown like in the original, rather than black. That would also let them show off the lighting difference from the wrinkles better.
Maybe you should overlay the symbol with more of that fabric pattern that's on the gold sections at the edges?

Yeah there's no fabric texture over the central motif which makes it stand out more than it should. Adding a canvas-y texture overlay should solve the problem.

To me the original banners seem to be made of wool rather than textured canvas. Golden frames are probably velvet. Maybe using plain wool layer for most of the banner and then some silky material for frames and possibly for the R emblem too. Rather than using stock Photoshop textures I'd look for source images of certain materials and make more accurate textures that way.

I really like the 2nd one :)
