It's odd indeed. Am I reading this right?
Fire arrows do hurt them, but if the first fire arrow doesn't kill them, the second will heal them first, then hurt them, but for the same amount.
Because it seems that they get first healed and then damaged by fire, so 10 points of damage will heal them by 10 points, then injure them by 10 points. And a second hit will heal those 10 points and then damage by 10 again.

Meh, just run up there and smack them with the sword. You'll get in at least two hits while they do the "OMG an enemy!" freak out routine, then the constant hits will double them other so that you dont get hit once. Works like a charm.

I think the bugbeasts are not healed by fire, the negative damage multiplier is used for damage by cold (which is a negative FireStim). In fact, their vulnerability to fire is the same as that of the other beasts.
