Not if the humans were the villains in the story.
Also nobody says that things can't be balanced differently between SP and MP.

Most good players don't rely on late game tech. They use Marines/Medics, Science Vessels, and Tanks.

The Battlecruiser is the single most powerful unit in the game?
It murders Carriers and Yamato Cannon can take out most units and static defences in a single shot.
It can still be countered and defeated with good micro or special abilities (psi storm, mind control, plague), but Starcraft isn't about single units that can overcome everything.

What do you mean by humans being the villains? You mean if the enemy of the game is human? From a story point of view humans tend to be very jack of all trades, if its sci-fi then they're obviously less advanced than w/e supreme alien is in that game, but being that they're human they overcome most odds because humans rock or "have great potential blah blah".
The DoW games tend to be a bit more balanced in mp. The typical RTS will usually give to 1 new unit or peice of tech per level to keep things interesting. The latter DoW games got boring pretty quickly by giving you access to all the nice things from the first level. They're still alot of fun but you often have to ramp up the difficulty to get any enjoyment from it once you've seen all the nice toys.
Koki, could you name some of these games where you think humans are fail incarnate?

No one ever uses Battlecruisers. While Protoss players can try go Carriers, Battlecruisers are like Nukes: Waste of money.

Terran endgame is pretty much entirely massed Tanks supported by Goliaths and Vultures(Because they're so fucking cheap). Marines are never used against Protoss and are obliterated by Plague so they can't be used endgame. Against the tanks, Zergs just Dark Swarm and roll in with Cracklings/Ultras. Protoss just Storm or use Stasis. If you use mines, Zealots will drag them to your firing line. Only if you spread your forces and use mines properly you will have a chance.
And that's why Terrans suck. They have to work twice as hard just to be on equal footing with Z/P.
