-Steam includes the unpatched DromEd, yes. But as I recall, TFix didn't install DromEd 1.23 for me. Perhaps I'm misremembering.
-The Steam version of the game uses oldDark + ddfix.

Actually the Steam version of the game comes with NewDark, although it may not be the latest patch. It doesn't come with a NewDark Dromed, but it does come with a NewDark game.

I'm
90% sure Steam does not include NewDark. I've seen a lot of people on the Steam forums having issues with movies playing, etc. Maybe you're thinking of the GoG version, which contains an out-of-date version of NewDark/TFix.
