I read a post saying there was a letter that referred to the cetus project from thief 2, in the docks. It said it was on the ledge near the keeper entrance to the docks that you had to climb too near a window. I have tried the one by the door and the one across from it and can find no letter. Can anyone guide me there? Thanks for any help!

I think it might be in the alley that leads down to the Pagan HQ. Look for a door that can be climbed up to at the very start of the very alley on your right (as you look down the alley).

At the alley where the stairs start down to the pawn shop look up to the right.
There is a balcony with a door. Climb the stone wall at the end of that balcony just where it joins the opening down to the pawn shop.

If that is the balconey with the chair on it, there is no letter, and no door. There is a big window. In fact i can not find a balconey with a door anywhere. Any help is appreciated. Screenshot maybe! Thanks so much!

Don't get me wrong, but I 'm wondering how on earth you could have missed that door on your several run-throughs through the game.
It's probably the first thing you see when entering the docks for the first time: the balcony with the chair on it ( which you claim you found) runs around a corner; o the other side -above the way that leads to the pagan territory- is the door. It's very dark but you should be able to see it nonetheless.
There is the door. Up. On. The. Wall. On. The. Balcony.
(How could you see the chair on the balcony but fail to see it goes around the other side as well??)

I found it! I can not believe I missed that door on my previous play throughs. Like I said I find something new everytime I play. Thanks for all your help.
