is it possible to copy a character from someone into my game? its because i'm gonna have tribunal in a while and my others are deleted :(

As Sappe once remarked, you could "Pull a Ryushi." Which more or less means using the console to recreate your character. But I'd only add your really important stuff, the gear you usually wear. You can add more, but it might take a while.
Though obviously, if you have the savegame file somewhere (if you're trying to copy a friend's character or similar), just plug it into the 'saves' folder. Hope he isn't running any big mods.

Starting a new character is the best idea. Though since I am in a generous mood I can make you a save if you tell me what type of stats and rankings you want.

it takes to long for a good character and i'm a bit tired of the same world in morrowind.
-the race and the name isn't important for me (but it must be a male person)
-euhm it must a bit of a mage, warrior and kinda good at lockpicking but the most important thing for me is a warrior.
-no axe, medium and light armor
-blunt, spear, marksman, heavy armor, shortsword, (dunno the exact name)normal sword : stuff like is good for me
but i can still buy those skills if they are to low when i have a good amount of money.
Is there an editor that u can choose ur character's lvl or something?

I'll just use the console to make you a character then send you the save. What level do you want? and what magic skills would you perfer. Oh and if you were the top rank of any guilds and don't want to do the quests again then I can give you the top rank. I'll give you some good armour and weapon but nothing unique, unless you want to tell me the ones you want.

I suggest learning how to use the console, it's your best bet for things like this. You can set things like level, skills, etc in it.
