No they're not.
Just like the silk road was just an internet myth, right?
If you don't believe take a poke around some .onion websites.

I'm pretty sure I've seen a very similar story on a US detective-tv-show. Either The Closer, or the original Law&Order (not the SVU spinoff). I never watch police/detective shows, except those 2. A woman asks a stranger to rape her. But sends the rapist to the wrong address. Intentionally.
You can murder someone. When you get caught, you go to jail for murder.
Or you can hire someone. A hitman. When you get caught, you go to jail too. For murder. Or attempted murder. Or conspiracy to murder. Or whatever. If the victim isn't dead, you probably get a slightly lighter sentence than when the victim was indeed murdered. But it's still a serious crime. With a serious punishment.
This is exactly the same. Just replace "murder" with "rape".
I would expect someone who did that would get a sentence only slightly lower than what you'd get when the rape would have been successful.

It may have happened Tony. That doesn't make it a thing.
