Not sure if it's quest related, but go inspect Fort Cuptor. It's along the west coast of Lake Canulus. If you just want to know what's inside:
[SPOILER]Fort Cuptor is a Necromancer hideout. Inside you'll find a mini-coffin with a mini-skeleton inside. Might be a midget, right? Except next to the coffin is a pair of overalls aptly named "Child Overalls."

I haven't seen something like this before, so I'm not sure if it's common or not.

Yes, but when the bones are all arranged to make a nice, child-sized skeleton, and you find clothes labeled "Child's Overalls" next to the coffin, I think that is more than enough evidence to support it is, in fact, a child. ;)
