It's out now in America, if anyone cares. DS is 100% import though, grab it from play-asia.com.
I've got PSX version and don't own a DS, so meh.

To someone brought up on PC-based, Western-style RPGs, would you recommend Chrono Trigger?

It was one of those games that I bought but never got around to playing. Grab a SNES emulator and sample it, I guess.

One of the simpler, but better, jRPGs of the mid-90s. Back when jRPGs were better in general. Chrono Trigger and Final Fantasy 6 are pretty much the Fallouts of their era.

When it comes to jRPG staples, there's the menu based combat/item juggling, and the plot can get somewhat convoluted at points.
Apart from that, though, the usual irritations like FWOOSH!!! RANDOM BATTLE!!! cut aways and dull, uninspired grinding for hours are mostly absent.
It's a very fun game because of that. The story might be somewhat hackneyed but like Sands of Time, it's a rather compelling experience all put together. And then there's the matter of the soundtrack - which remains utterly brilliant when it comes to SNES music. So yep, I'd recommend it.

Surely, the Fallout games are the Fallouts of that era.*
*More mid-to-late 90s, but anyway.

It's about a bunch of kids who save the world by going back and forth in time. The main hero has a sword which is stronger than the nerd chick's gun. There's also a princess who is totally rebel, a fat robot, anthropomorphic frog, and a prehistoric amazon woman who fights with her fists.

Let me rephrase, I was in a bit of a rush when I wrote that.
CT and FF6 are the Fallouts of their genre.

I played it a while ago on a SNES emulator, and found it to be a nice well-executed feel-good title.
Having a brain may not be required, but anyone with half a heart should fall for it.

Thanks very much for your comments. You've convinced me to Ebay the game now (fyi, Koki's was the clincher).
