Just like how Deadly Shadows mentioned the Mechanists, without the developers actually having to produce complex assets to represent the lost faction in the game that was not about them. Since arcane magic is clearly a thing in Thief 4, why couldn't elemental magic be a thing too? It doesn't need to be relevant to the story or the gameplay, but there's nothing stopping it from still being part of the universe.
