Also, that particular spell is a leveled reward. If you had done it at a lower level then it would have been less powerful and less costly.

Someone who's a mage can do this, but compare a weaker spell to that spell. Compare the cost of one 200pt in 10ft shock spell to casting a 20pt in 10ft shock spell ten times. I'm curious to see which would cost more magicka. It would make sense to me for the latter to cost less.

20 Shock/10 ft/1 sec costs 16 Magicka to cast at 100 Destruction.
Level 25+ FotM (200 Shock/10 ft) costs 309 Magicka at 100 Destruction. 2151 Magicka at 0 Destruction, 2058 at 5 Destruction and 703 at 78 Destruction.
The version used by the trap is more expensive than the one given as the quest reward.

So 16*10 = 160 Magicka for 200pts of damage in 10ft. Compared to 309 magicka for a single spell of the same damage.
Which means the single spell costs nearly double the amount! So you heard 'em, kids. Size doesn't matter. Just how many times you can shoot it off.

Well, that calculation doesn't show the complete image. You're forgetting the time it takes for those 10x20 dam to happen. Against something like Trolls/Dread Zombies, which regenerate, or various mages, who can heal themselves, the 10 low cost spells won't deal as much effective damage as the single high cost spell due to the time they take vs Health recovery. And while you're casting all the low damage spells the mob will damage you in return (unless you kite).
Heck, for fun I made a spell that dealt 1800 damage (single target) or so for less than 300 Magicka (100 Destruction). The catch? It was a Touch spell with several low Damage and Weakness effects that took 60 seconds to deliver the full effect. You might be able to kill anything that isn't immune to the effects with that spell, you just have to survive for a while first.
