I disagree that the game is all about hats or that the playerbase is all retarded. You just need to find a good server with good regulars and stick to it.
Make sure it's one that sticks to the proper 24-player cap and doesn't have idiotic instant respawn.
Regarding hats, most players will want to have a hat for each class that they like, and trading for them is a lot more productive than hoping to craft them or have them drop, but that should be something you do outside the game (e.g. on trading websites). People who spam trade requests in chat are idiots... and happily tend to get muted on the server I play on.

On the West coast there are two 24-player vanilla servers. It's true that tf2 has gone downhill. Most of the cool people have left to play other games, and the majority of the new items plus the wacky hats just make the game a little goofy, but it's still a great game if you can find a good server with good regulars.
