I'd vote for an empty cube, and the preconfigured goals would just be a placeholder with text already setup. It's not hard to setup, but it can be a pain and take as long as 20 minutes. I dunno.
Ideally there'd be NO constraints on size, or what resources that could be used. The base would just be there to streamline some of the directory and resource setup.

I mean, no goals are written down, there are no "stole X object", "kill Y guy" etc. in a str.
No, just create the "quest_goals", I mean: goal_state_0; 0 - goal_state_1; 0 etc. And goal_visible_0; 1 - goal_visible_1; 1 ...
From 0 to 10. The contestant just have the change the value visible 1 to 0 If he don't need such goal or want it to appear later.
But trust me, changing a value is clearly faster than typing quest_goal_create in Dromed's black box.
It's just an idea to help the contestants.

I see what your saying FM, but I'd have to agree with Yandros. I think ultimately it'd be more confusing for authors and not enough of a benefit.
Personally, I find it always takes me longer than I think it will to do the objectives. With the pre-config'd ones in place, I feel like it would be more confusing to work with.

You can use any story or theme you choose, it doesn't have to be for Halloween. I will still gather some Halloween Contestants.

I take it you've never used Thief Objective Wizard? If you already have the goals planned out (and you should before you start adding them), it creates a .cmd file you just run, and everything is made for you. Also, I never type that command in - you can create a new var by opening an existing one (like DrSLoot), change the name and set a value.
I agree with Sliptip, it would be more confusing (and probably time consuming) to have to manually edit/remove/add values from a starting template than to do it myself from scratch with TOW.
