Well, I can see that. An invention, technique, or idea made decades ago might go unnoticed and then some "clever" guy discovers it and makes it his own (pretending he come up with it). Here its much easier to get away with since there is no copyright or patent law (at least not ones that would enforced given the nature of the society/government) and no memory of such a device remains in people's memories.
