Yeh actually I think I remember one in the pagan area of the docks, but I can't remember. But I can garuantee the first ones you met were in the Pagan sanctuary mission.

I remember one of the very first times I played Thief... it was The Dark Project (Gold), and I was on the 2nd level, with the zombies and all that. I had a friend over and we were playing the game together on my computer. Anyway, we managed the first few zombies pretty well, getting up to where you come across the first already-animated walking dead. We thought we had it under control, until out of NOWHERE walks this moaning zombie. We freaked and I immediantly made Garret run away. Since we had absolutely no idea how to get through the mines, we ran around in circles, coming back to the same walking zombie. The third time he finally must have gotten sick of us, and killed me right there. We were terrified.
And in case you're wondering... I handle zombies a *bit* better now... although I still hate the little SOBs.
The Gale makes me pretty uneasy as well...just the creaks and moans of the ship is enough to give me a serious case of chills.

The Gale was a serious freak-fest for me, because the spaces are so claustrophobic and it sounds like the zombies are everywhere around you. That and seeing the unearthy green ghost-fire in the lower levels of the ship kinda unnerved me.
