i use an xbox controller....so i have only 1 speed.....run, run as fast as you possibly can, which means creeping up on enemies can be a bit of a nightmare....:laff:

I've never really messed with it much, but Garrett actually has 4 base speeds:
Walk
Run
Walk Slowly
Creep
Then you can try all those while crouching, and I guess you have 8 speeds.
Or 9 if you factor in speed potions.

I have my move forward key bound to run instead of walk, so I always run. I generally either run standing or run crouching. I almost never creep, but do have it bound to a key. If a Walk/Run toggle is in my bindings, it's a key I don't use. My setup is probably pretty peculiar though, I use the Numpad with my left hand and the mouse with my right, so my keyboard is slid way over to the left when I play Thief.

Using shift for 'Run' doesn't affect C-A-S-E to end missions for me either in TG/T2 on my laptop or desktop with Win7. I think there's some other reason, perhaps a binding conflict or your user.bnd is corrupted. Have you tried a different user.bnd?
@Brethren - there is also 'Run Forward' to add to all the permutations!
'Run' requires a key-combo with 'Walk Forward' whereas 'Run Forward' devotes that key to always run, but that's all it does. I prefer "pinky-toggling" left shift along with W which is so responsive compared to switching devoted keys to walk vs run. That's the default binding with 'Run Forward' empty which I imagine suits many players.
I always turn with the mouse so have never used Z or C to turn (does anyone?), so I use C for 'Toggle Crouch' (don't use 'Hold Crouch' at all) and Z for 'Walk Forward Slowly' (rarely used w/crouching on only the noisiest floors). X is assigned to 'Creep' but I never use it. I use left control for 'Clear Inventory' (which doesn't affect C-A-S-E either) so with my left hand in the basic W-A-S-D position it works well & compactly for most of what I need to do.

I've only just done a new installation of T2. But I do use the same user.bnd copied over and over again. Today I was playing SneakyGuy's new mission in TG and found that it worked in that. Which is odd because I always copy my T2 user to TG. So I've copied my TG back to T2 with shift assigned to run and it works. So, I have no idea what was going on but all is well now.
