My theory is, and I've sort of mentioned this before, is they wanted to avoid Blizzard fanboys screaming ripoff, but they couldn't very well admit it.

Because it would be a non-issue at this point. Back then Dawn of War was a new PC game IP. It's now an established franchise, which has been a critical and financial success, with a solid online player base (Why else would there have been three expansion packs?).
Ignorant twats calling DoW2 a SC ripoff wouldn't have any real impact now.

I also suspect that there's going to be environment modification associated with the presence of Tyranid structures and probably some units that impacts the cover system. Think along the lines of calling in an artillery strike, sending your marines into the crater for medium cover, and then it gets turned into a reclamation pool while your guys are still in it. Or the footprints of a Hive Tyrant or a Carnifex becoming light cover spots.

I can just imagine somebody spawning two Fexes and then setting them up on a patrol route back and forth while their Warriors take cover :D
