I cant talk to Garvy Savage after daedalus and icarus merge,the holo message wont start either.

I killed him using the ghost cheat,i also saw,and tried to talk with 2 "greys" (aliens)after i turned ghost off in the lab,the little psychic bastards attacked me using some sort of mind energy!!

You don't even need to cheat. There's a small gap between the window and the wall, and you can kill him if you get your aim just right (I prefer the pistol, but many people just GEP him).
However, if you leave him dead, you'll run into this Vandenburg problem, so make sure you don't play on with a dead Page.
Oh, and to solve the problem, you need to use cheats to summon a new Page.
