I tried setting up both High and Low character details but didn't notice any difference anywhere, where can i see a difference after changing from high to low or otherwise.

It lets you to choose 8-bit or 16-bit textures for characters. To see the difference, open MECH.CRF with zip-archiver and compare pictures in TXT & TXT16 folders — there's no much difference between them.
