Hopefully, since they also refer to "1800" and "1850" as temperatures. I believe 1800°F is enough to melt silver or brass, and 1800°C will melt iron. I assume their degree symbol turned into a zero at some point.

Your brewer should maintain a water temperature between 195 - 205 degrees Fahrenheit for optimal extraction.
Thats 93.3 C. I'd call that near-boiling. That is the optimum temperature for brewing coffee (and tea as well, pretty much.)
The issue would seem to be if McD should provide sub-optimum tasting coffee to improve saftey at a drive-through where the risk of spillage is higher (Or spill resistant cups or something.) Health and saftey laws tend to beat quality of merchandise legally.
