I just looked at the mission. The healing potion is there on Normal and Hard. I tested it using Dromed but he wouldn't drink it. It might work differently in game. The first time I played the mission (TDP, not TG) I wasn't very good at sneaking, and that's how I discovered it. He drank it properly, i.e. he raised his arm.
The AI not only needs a belt potion, he also needs the (

I have another unrelated question - does completing the optional objectives change anything story-wise? For example, does rescuing Basso from Cragscleft have any actual consequence later in the game, or is there any additional text, dialogue, etc.?
Also, can optional things like that still be done even if I'm not playing on expert?

No, it doesn't. However it gives you bigger rewards tho.
