I'm curious as to weather or not Keepers have some sort of influence on events outside of the city. For example in Blackbrook, Bohn, etc. Are Keepers strictly bound to the City?

I would assume that the Keepers meddle in affairs outside of the city as well - as long as it fancies their interests.

I'd imagine they've got similar fraternities in the other cities... Garrett's City is probably the most eventful of the lot though.

There are many references to territories outside The City, but the Keepers themselves never make mention of them, besides the Lost City and the Mages' Towers.
There's no mention of Keepers in association with Blackbrook, Cyric, Bohn, the Esse mountains, Throvian territory, Illryian territory, or Dreckboun, to name some.

Judging by the glyph in the final cutscene I would say it was pretty much just the city. At least for the most part anyway. But who's to really say except for the creators of the series. I guess they could have it go anyway they wanted.

No, that'd be me. And I've already disproven it. Garret spends time outside of the City in several missions. Ships come and go. Product comes in from outside.

[EDIT: I'd say it's fairly obvious that, given what we know of the Thief world, the City is probably the most important city existent, both because of it's past (ie, the Lost City) and it's present status as a major power.]
