No, the EMPTY chest with tier 3 lock in the dark room where nobody is is better.
But this isn't the best situation. We can do better: we can add blinking bright light above the chest.
And that would be almost ideal!

Well, this situation isn't so bad. Picking the lock is automatic, so you can just close your eyes. I would at that picking the lock takes a minute per lockpick, add few fire elementals patrolling this room and don't give any water arrow to the player. This will force player to observe carefully what's going on and blinking light will drive him crazy.

The room is filled with lava and you're on a moving platform that only passes by the chest every two minutes allowing you 10 seconds worth of lock picking every time you pass.
