So I'm finally breaking down and, instead of sinking anymore money into PC gaming, only then to have to contend with fucking internet authorizations and compatibility issues and availability and instantly outdated hardware and blah blah blah, I'm buying an XBox 360.
I've only tried a console a couple of times, and have HATED it. More specifically, I've hated the controller. My hands and fingers are simply designed for inappropriately touching myself under the table at Christmas and hitting keys on a keyboard. So, my question is, I know that it's possible to attach a keyboard and mouse to an XBox and use that setup to play instead of the controller, but does it work well and can it be used for every game?

And as far as I know, you can't. I looked it up myself once (like 3 years ago), and didn't find a single bit of information on it. So I'm assuming that means you can't.

Instantly outdated? I've had an 8800GT since it came out and can run any game out there.

It exists. It's also basically useless because it's translating keyboard and mouse inputs into the analog and digital inputs of the Xbox 360 controller, which means you'll be getting insanely shitty mouse-lag and just crappy performance all around.
You're either going to have to get used to playing with a controller, or suck it up and build yourself a decent PC that'll last you a couple of years.

I'm no hardware expert, but I would have anticipated that the lag in this kind of situation would be absolutely negligible. Surely the hardware should be able to perform such a translation almost instantly? Why is the lag going to be so bad?

Lag may not have been the best word to use, it's more a mouse acceleration thing. Translating mouse movement into 0-Max values brings with it a lot of inherent problems. At best, the mouse will behave like a Wii FPS, where you always have to move it back to centre in order to stop turning. You basically won't be able to use the mouse anything like a normal person uses a mouse (it's possible the adapter has some trigger where it resets to 0 after .x seconds of no state change on the mouse, but that's still going to feel really messy). Get used to the controller, Queue. You get a couple days acclimatisation pain, but in the end, it's worth it. Some games play a lot better with a controller.
It's also an added fillip on your résumé. Employers always like it when you demonstrate your awareness of and intimate familiarity with single- and dual-joystick scenarios.

Unless you're playing an FPS(hint: this is why you shouldn't have picked 360) I can't understand why you'd hate the pad.
