I'm no "expert" per say, but I know that any advanced training in stealth is a training in "moving out of context". It's a concept that can be applied to many different levels, everything from individual body movements, to over-arching actions and life choices. Throw the idea of glyphs out the window... the Keepers would have to be MASTERS of moving out of context to do what they do. I have no doubt that Garrett learned about all of it from the Keepers, and probably expanded the concepts a bit himself to fit a thief's lifestyle.
It's not hard to remain invisible to a society when thinking and moving out of it's context. Consider most restaurants in the real world, and I mean really think about it. I'm sure a lot of you fellow taffers have noticed how easy it would be to never pay for a meal again. It's made even easier if you are willing to spend tiny fraction of money to further the ruse. (I won't detail methods here, as that's perhaps inappropriate. I also never engage in them myself, merely observe.)
Garrett's environment is different than ours, but then his skill is also greater than ours. I honestly doubt he gives much thought to food at all. If he has the money to spare, then it'd be a simple task to hit up some market brazers. If he didn't have the money, then for a little more effort or time he could have a meal when he needed it.
As for a more direct answer to the question... who can't cook? The real question is: can he cook "well"? I doubt he cares.

He doesn't ever have a kitchen, anyway. He can afford to eat out when he's not getting take away food.
TDP/Gold food doesn't provide anything other than frobbability and sound effects--unless it's a plumsie.
TMA food always restores a little health if there's room for healing.
TDS food is useless for anything but throwing.
Nothing stopping him from eating, so eating's not a worry, and a health potion's probably a good appetite suppressant.
Take two glyphs and call me in the morning.

I'm waiting for the first FM to have cooking as its main objective. Of course, Garrett will have to steal all the required ingredients from his neighbors.

He has to steal a secret recipe from the cook at the Crippled Burrick Inn, steal the ingredients, prepare the recipe, and deliver it to the doorstep of a special mystery person, knock on the door, and run and hide and wait and watch, with an awesome pay-off!

I seem to recall a tiny FM about an inventor who died. He had lived in a small house with garden and he had a laboratory with an oven in his attic. Garrett went there to get a potion, but since the inventor was dead, he had to make it himself. I wonder if this counts as cooking.

Reminds me of all the Might and Magic potion manufacting...
Add a red potion with a blue potion and get a purple potion, then add a yellow potion with a blue potion and get a green potion, add the green potion to the yellow potion to get a striped green and yellow potion... and so on.
Never bothered with it. I just used potions found in dungeons or bought the best black ones at the merchants.

I am sure Garrett would be someone who has a racket going with one of the girls in the local Pie Shop......you know...slips her a little trinket and gets a favour...whether its a Pie or other "Service"...:cheeky:
I am sure the keepers would never have taught him Cooking!...they would have employed a cook...and Garrett was tied up with other tasks and has always relied on others to provide sustinance.....then when he left he found he had other skills and didnt need to cook.......:tsktsk:
He probably can't even boil an egg....:D
