well, I don't know how much the pc part contributes to those numbers, I guess they are going the maximum audience route: combine ME2 and DA:O, give them both and let console players hack n' slash and PC players pause ? I still can't think that they consciously decided stuff because of TW2 - maybe even because of the new fighting system in it - or because of Demon's Souls - we'll see. it's a long way off and they have plenty of time to come up with an even worse ad campaign for it.

I'd suspect they were well into serious development before ME2 shipped given that everything non console had stopped on DAO in April (?) prior to shipping, and that they had decided ME2 was the template for a game that would sell like hotcakes, hence the changes. I can't see them worrying much about The Witcher as competition, especially since almost all the info on TW2 is recently released.

Summary: the new screenshots look ass. The Mass Effectification's puzzling. Obvious moneygrab tactic is obvious.
I guess I'm one of the few people who had little issue with DA:O's graphics. They'd better spit and polish that newfangled art style before they release any more media with it.
And if ME2 was more shootery, does this mean DA2 = more hack and slashy? I'm fine with that as DA:O had far, far more combat encounters than both ME's combined. A little streamlining would be okay, but not at the cost of depth. Anyhow, I'm glad they're keeping the PC and console combat systems segregated.
As far as dialogue goes, I don't mind the conversation wheel, as RPG dialogue's usually a stilted mess of branching conversation trees. BUT - DA:O had the option to play your character as various shades of grey. They'd better not mess that up. Less hero/jerk dichotomy and binary choice, and more fuzzy moral grey areas, Bioware.
