seems to be a lot of GTA + "whatever" ideas up in this.

More like a cross between Need for Speed Underground/Most Wanted and GTA, but more linear than GTA and story driven. Basically an epic outlaw road trip.
For the record, the connection to Car Wars was just my own dream variant of the same concept, not trying to read your mind (but it's nice you clarified anyway to see what's different). I imagine lots of people dream within just a few genres & broad concepts, but then there are lots of variations within those to taste.

Lol. Not sure how GTA is supposed to make a favorite franchise better.
Is it the big empty world? The mini-games? The tedious driving between missions?

I would love From Software to make a first person action-RPG hybrid based on Roman mythology.

A Shadowrun done in Deus Ex style. So be first person, inventory system, skill trees, abilities etc.
Also would want it to be open world (ala Fallout 3/New Vegas style), with branching storylines based on your actions/choices.
Other than that, a medieval fantasy style RPG that's first person but with castle and village/city building. So you do quests etc, whilst at the same time building your place up and directly taking part in the defense of it.

I'd like an updated Mobil 1 Rally Championship 2000
Wow, I never expected to see this game mentioned in here! :D I remember being totally amazed by the graphics when I played the game for the first time. Heh, I thought that it's as close as games would ever get to photorealism. Ok, the trees looked funny, but apart from that it looked just fantastic. It still looks quite good actually, and considering that RC2000 was released in 1999, that's quite special.
Of course, the game itself was really fun too! I'm not an expert in racing simulators, but hardly a rookie either, but I thought that the difficulty level of the game was just about perfect for me. The driving itself is nowhere as realistic as in Richard Burns Rally for example, but it found a nice balance between arcade and realism. The 30+ minute stages were just crazy but they could be quite exciting (and beautiful too). It wasn't fun at all to crash and break your headlights at the beginning of the stage, and then having to survive the next half an hour (or more) in total darkness until you could repair your car again. But at least that taught you to drive more carefully next time.
But the physics engine definitely needs some updating. The most frustrating moments in the game were when you hit a small(ish) rock or a log on the road, and it brought the car to a full stop and did a lot of damage. Argh.
This reminds me of my favourite racing game,
Rally Trophy. (If you haven't played it, you should!) It looked awesome (probably still does), the driving was fun and challenging
and somewhat realistic, but the stages were way too short and there weren't that many of them. A racing game with Rally Trophy's gameplay and Mobil 1 Rally Championship's stages would be my dream racing game.

Some others that spring to mind:
* A proper 2D or 2.5D sequel to Castlevania: Symphony of The Night.
* A remake of Metroid 2 done in the same style as Zero Mission. Always felt like this has been the one big missing game from the series. Yes you could just play it gameboy but id want it snes \ gba graphics quality atleast.
* System Shock 3 - Done by Otherside and not by EA. Preferably via kickstarter since most if not all of the stretch goals would be met (hopefully).
