There were so many big (and imo significant) chunks of DADOES plot left out in Blade Runner, in the end it's practically a matter of opinion whether you see it as "based on" or "inspired by".
To be honest I can't say which is my opinion. Love them both, though.

I do love how that Blade Runner synopsis reads like a fairly tightly-scripted movie with an antihero protagonist that explores interesting questions, whereas the PKD story synopsis reads like a choose-your-own-adventure with head trauma with a 'midlife-crisis schlub' protagonist that explores interesting questions. PKD stuff is weird.
