Ubisoft really are arseholes. So do PC gamers also get a similar code that can be rebought as well?

Because, this was an unethical attempt to extract additional revenue from people who buy games used (like me) and it failed. The mistake probably ended up costing them more than if they hadn't attempted this because they had to pay to print the codes in the first place. :)
Serves them right.

Probably? It's been common place for a lot of PC games to require a valid CD key to play online MP games since the late '90s.
These days there are game e-tailers who sell solely CD keys. I personally recommend G2Play.net, who've given me consistently good service.

Don't forget that "always on" pretty much equates to:
"You must upgrade your OS when we say, or your game will stop working when we drop support for that older version of Windows."
"Your game stops working whenever we decide to shut down our authentication servers".
"We can change our rules at any time in the future, and if you don't like it, your only option is to stop enjoying the game you paid for."

Contrary to you, I`m not an enemy of Steam or it`s ilk, will probably get on it once I`ll get on broadband again (for indies & other stuff). I just hate when major releases get online-only treatment.
Same goes for the online-pass. It`s daft but I do understand that in this particular market second hand sales do hurt devs/pubs. Said that before: wish I could buy more new releases, that`s impossible though, so why not tax the second hand shops (especially giants like Gamestop/Cex) in a way similar to record industry? I`d easily pay few more quid/euro for a game if I knew it goes to the devs.
Got Battlestations Midway for 2.5E today in Cex- make it 6, and "Eeeeverybody Happy" (after Peter Griffin).
