In Windows 10 if I open DromEd from within the Thief folder all is OK.
However, if I put a shortcut on the desktop or pin the shortcut to the Taskbar (or Start) then Dromed opens from the shortcut at the wrong resolution - bigger than the one set in user.cfg. The FMSel window is also bigger. (If the shortcut is in the Thief folder itself all is OK.)
Thief2.exe behaves normally whether opened from within the Thief folder or via a shortcut anywhere.
Any ideas?

Is the shortcut set to run as administrator?

Specify the start folder in the shortcut properties.

Thanks chaps - both of those have been done. I've also tried doing it via a shortcut to a batch file in the Thief2 folder but that doesn't work. I've tried changing directory to the Thief2 directory as the first step in an external batch file but that doesn't work either.
I'm puzzled that the same thing doesn't happen with a shortcut to Thief2.exe which is in the same folder as DromEd.exe.
Edit: A thought - because of old eyes I have Text and other Items boosted to 150%. This could be boosting the user.cfg setting when called from outside the Thief2 folder.
PS. You might be amused by the first sentence of the error message I got when trying to use PowerShell:
The command dromed.exe was not found, but does exist in the current location. Windows PowerShell does not load commands from the current location by default. If you trust this command, instead type: ".\dromed.exe".

I've found the answer.
In the shortcut Properties > Compatibility set Disable display scaling on high DPI settings
