Personally I see no reason not to. The older builds can easily fit on a DVD or two, nothing that will make the publishing hellish. Plus it must suck for the development teams to see their hard work go to waste.

Like I said they might change their minds and release that stuff but I doubt they would do it on initial release. It would certainly take the focus away from the actual game and towards what could be a fascinating insight into development hell.
