A newbe question...
In Dunmers Strongholds one can find some portals... What do I need to use them? How can I find it?

The portals (Propylon Gates) are used to teleport between the various strongholds. You can recognize the distinctive towers (propylon chambers) that house them.
Each Gate is attuned to another Gate, which you can identify from the name when you approach the portal. In order to activate them, you need a magical item called an Index. There is one Index for each Stronghold, and you need to have that Index in your inventory when you activate a portal for it to work (For example, if you found a Gate to Indoranyon, and you had the Indoranyon Propylon Index in your posession, activating the portal would teleport you to Indoranyon)
The Indexes are little cylinder-things, easy to miss. They are scattered fairly thoroughly throughout Vvardenfell. I can't find a web page describing their locations, but there are plenty of forum posts in various places, I'll try and cross-post one later.
The best way to use them, though, is through the Master Index plugin, one of the (
http://www.elderscrolls.com/downloads/updates_plugins.htm) official plugins Bethesda released. Basically, a guy in the Caldera Mages Guild tells you where each one is and pays you 500 gold when you retrieve it. When you get them all, he combines them into a single "Master Index" which will work on any gate. Much more convenient.

The strongholds going clockwise are: Valenvaryon, Rotheran, Indoranyon, falensarano, Terasero, Marandus, Hlormaren, Andasreth, Berandas and Falasmaryon. There are 2 portals in each stronghold and they will be the two on either side of the stronghold in that order.
I don't remember where they all are, but like Z said, you can download the master index plugin if you are on computer which adds a dude who tells you where they all are, then gives you a master index which lets you teleport back to Caldera from any portal and to any portal from Caldera. This saves alot of weight too because each index is 2 weight.

Hmm, can't seem to get this plug in to show up under Data Files. Any advice?

To show up? You probably unzipped it to the wrong folder. Most mods are zipped inside several levels of folders, which is annoying because not all mods are the same. Anyway.
After downloading the mod from the official site, try unzipping it to the desktop and moving the files manually where they need to go.

I killed Rols Ienith in Rotheran, but I did not search his body carefully... I did not find Rotheran Propylon Index. I returned to Rotheran later and... Rols body was gone.
Is there any other place where I could find Rotheran Propylon Index? If not, what console command should I use to summon this Index?

There is only one copy of each index, so far as I know. If you can't find the Rotheran index, use the console command:
player-> additem "index_roth" 1
That should add one copy of the Rotheran index to your inventory. I think.
