Fear you're right ... not just in the USA, but as well in Europe (where I#M from, actually).
Thing is: There already is something compareable to the Alex Jacobson part of UNATCO, NSA, that is. The NATIONAL SECURITY AGENCY is able to read mails that are encrypted with PGP, for instance. Their argument was that criminals could be able to plan their acts and communicate by any medium, and therefore the government should be able to intercept all communication. Given the recent developments, they have to feel as if they had been right. (reading tip: The Code Book by Simon Singh. Fascinating subject).
Furthermore, FBI and CIA already were given more rights: They're now allowed to plan asassinations, their informants loyalty hasn't got to be proved anymore, aso.
Let's see. Seems to be a dark future.

I thought of this when it first happened. It's scary what could in the end come out of all of this, actually the whole thing is pretty scary. The leaders of the world are definitely treading on some thin ice, and it's going to be interesting to see exactly how they deal with this precarious position.

I believe you're mistaken. There was a UNATCO website for awhile but it was just a joke (http://www.unatco.com, note the "com" not the "gov" or "org" it should be if it was official). There is a real FEMA (http://www.fema.gov).

IIRC the CIA CANNOT read e-mails encrypted with PGP, which is one of the many reasons there has been a push for legislation requiring mandatory backdoors be written in for all encryption algorithms (IMO a horribly misguided thought process).
