I've noticed that there's a difference between both my on-board and PCI sound card when I use the room acoustic setting "Psychotic" (EAX room setting 25).

Personally, I'd prefer the one from my PCI card. That card is what I use while I'm working on missions.

I may be wrong so take this with a grain. But if I recall there was never any final standard for EAX. The closest to consistent that you can get for your players, is to suggest in the readme to use software emulation (installing OPEN AL 'OALInst.exe') and ensure you also use it during development, to be on the same page.
Perhaps someone else knows how to go deeper on this. Cheers.

You might be right, but I do know that the "Psychotic" effect for the Sound Blaster card had that pitch curving at least since the Sound Blaster Live! series cards.
