You know how in Thief you can frequently find water arrows in puddles (and other bodies of water) and fire arrows in... well, fire?
Well, I was wondering if there's some explanation for this in the games? I mean, are the elemental crystals formed IN these specific places or are they themselves what causes the fire and presence of water?
Is it ever explained where any of the elemental arrows come from? Are they artificial or created 'naturally'?

That would indicate to me that they're 'naturally' occurring, whatever that means in the Thief universe. You have to take into consideration that 'magic' naturally occurs in the Thief Universe, so even if there is some magic involved, that too is natural within the reality of that world.
Long story short, from all ingame indications, I would have to say they're natural.

Not so long ago, I also thought, that they were artificialy crafted : Arrowheads made out of easily breakable glass, that contain either water, fast-growing moss, knock-out gas or some sort of weird semi-explosive Greek fire. But yeah, it seems to me now, that they are really magical crystals, representing the 4 elements.

You know actually, this isn't that far fetched from reality. You leave certain deposits of minerals in the right conditions and they will crystalize i.e. salt, rock candy etc. But obviously they're not in "arrow-ready" form...hmmm, let's say you broadhead somebody and follow it up with a salt arrow. That's gotta hurt.

Yes, but these are crystal shells forming around elements, encasing them, shells containing a compressed amount of each element, while maintaining the elements' potency. The Fire Crystal somehow contains a fireball that requires no fuel to sustain it in perpetuity. The Earth Crystal somehow contains vital and vigorous moss, without a need for light and water. The Air Crystal seems to contain only certain heavy gasses, like ether, and stuff. The Water Crystal is the simplest of them all, it's like a water balloon, but crunchy. The magic is in the shell, how it forms, how it contains, and how it feeds the element within.
Plasma, Gas, Liquid, Solid. Fire, Air, Water, Earth.
Never mind how Garrett converts it.:eww:
The artwork, actual textures, and especially TDS, have the elements swirling within the shells. And the early and manual art shows the shells held by wire frames and clips.
Before I saw the manuals, textures, and later, TDS, I used to think they were crystallized elements that returned to their common physical state when shattered.
