Well, apparently Garrett now steals because the thrill of it, not because he's greedy. It kind of fits the new show-off attitude, though.
Personally, I preferred the Garrett that was more cautious and didn't have anything to prove. Y'know, more manly and less macho, that kind of stuff.

Garrett himself was never about stealing everything. TDS drew a straight line at 90% and 3 Special Loot items for every mission on Expert, but still, the 100% loot clean-out was a player choice. In the first games, several missions had no loot goals at all, and not many pushed for over 70% on Expert. It was more organic and based on the needs of the moment, not a constant state of greed in every mission. So, this borrowing of TDS's character shift has me wondering about how T4 will impose loot goals this time. Not only do I find it inappropriate, but also crass. I can't see why Garrett's been fetishised and now has a thing for trophy items. Garrett's become a corrupted form of himself, so maybe T4 will address that.

jtr, the expert loot cutoff is a matter of tuning game difficulty, it has nothing to do with any sort of character arc. I would be willing to bet that higher loot cutoffs in T3 simply reflected the smaller levels: if it's easier to get more loot, the hardest difficulty level will require you to steal more. And this tagline provides no evidence that Garrett will be required to steal 100% loot, as far as I can tell.
Starker, the video seems pretty accurate to me. Firstly, I think you're exaggerating what they said a lot. Secondly, Garrett does enjoy the challenge of his work, he is a bit cocky, and can be goaded into doing things:

Garrett: "Angelwatch? Is this how our arrangement is gonna work, you coming up with ways for me to get myself killed?"
Victoria: "Is this really Garrett the Master Thief I hear talking? If danger is going to be a problem for you, then..."
Garrett: "Just-- give me the details."
"No doubt the bank is well protected by Mechanist security machines, in addition to the usual guard contingent. Risky... but you know, I've always wanted a good enough excuse to break into First City Bank and Trust. And I always thought I'd be taking the risk, just for the money."

But how many times does he do it because he needs/wants money or because he has no other choice? He wasn't stealing because it made him feel good about himself. It was pretty much for money or favours each time he took an unnecessary risk and he fenced the stuff afterwards. He was also really cautious, weighing the potential risks versus the rewards each time. He didn't take jobs that were challenging, he took jobs that paid well. And yes, he was a bit vain, but not in a "I'm the best thief in the world"/"what's yours is mine" kind of way. It was more of a confidence in his abilities than anything else.
"I'd rather not have to do this job, but Cutty's a reliable fence, and I don't
appreciate the Hammerites abducting him. And he owes me money for the Bafford job."

horn Felix talked about. Not like I had a whole lot of choice, really...the rent

The video was just one example. There's other stuff I can't be bothered to look up where they talk about the motivations of the new Garrett.

Right, he's not going to stupidly do things just for the sake of proving that he can and for no other reason. But he looks forward to challenges and enjoys them when they come along. He never says no to a challenge: he might grumble but in the end he is always up to it.
He is proud of his abilities, and while it's true that he doesn't go around shouting that out to the world, it doesn't take much digging to reveal that pride. Both the Keepers and Viktoria get through to him that way (and Constantine, depending on how you interpret things). There's probably others I'm forgetting.
Displaying special items at his place doesn't mean he's showing off to others. It doesn't really have much to do with Garrett at all really, it's just a sop to the player.
EDIT: Oh, forgot to say, I don't see how "what's yours is mine" has anything to do with arrogance at all? You seem to be saying ...
