My guess is that the poster is just fan art. The character design style clashes with those of the first two.
Assuming that reborn Fettel is the dude on the right, he certainly doesn't have a bullet wound scar on his head.

http://i.imgur.com/9LLJz.jpgP.S. Thi4f is just a working title that will likely be changed, get over it already. I'd wager you that it won't even have a number in the final title, just a subtitle. It's been so long since the last Thief that they'd want to trick the console-playing mainstream audiences into thinking that it's a fresh IP.
EDIT: Obvious example, Deus Ex: IW and T: DS weren't numbered sequels either. Likely because they were trying to sell the games to a fresh audience who may've been alienated at the thought of playing the sequels to games that most people wouldn't have played.
Fallout 3 is probably an exception to the rule. But I'd wager that the reputation of Bethesda's Elder Scrolls games amongst the mainstream moved several copies of F3 alone.

That cover looks absolutely insane. I hope it is fanart.

I have a bad feeling about this one after FEAR 2 and its lack of manual saving, shitty graphics/art and very unsatisfying combat (Which was the first game's main attraction I believe.).
But I will probably pick it up anyway, question is whether it'll be a day one or a bargain bin purchase.

What was wrong with the graphics? The art direction was fine and the beefed up Lithtech Jupiter Extended engine was on par with CoD4's visuals, at least the PC version. (CoD4 on consoles is a low res mess, 1024x600 w/ 2xAA, LMAO. The modern consoles are so underpowered that every CoD game since CoD4 had to run at sub-HD resolutions if they wanted maintain a constant 60fps. 1280x720 is the lowest HD res, BTW.) Keep in mind that FEAR 2 on PC had uncompressed textures, which the console versions lacked.
They aren't gonna roll out a cutting edge next gen engine on the current consoles, which are hardware wise on par with a high end PC from 2005.
EDIT: If you were expecting FEAR 2 to not be primarily developed to conform to the hardware limits of consoles, nor use the same engine as FEAR 1 and Condemned, then you need to wake the hell up.

* To my eyes the lighting in FEAR 2 looks milky/desaturated, while it looks deep and "colorful" in FEAR.
* I have a much harder time telling heavies and replicas apart this time around, even harder if one has the blurry mess options enabled (Which is the default look iirc.).
* Not sure if I should categorize this as art direction, but I fucking hate how baddies glow like lightbulbs in slow-motion mode.
* Shadowing seems largely broken and inconsistent.
* Not related to graphics/art but I feel like ranting: For a while the game lacked the ability to display properly in 4:3 and 5:4. Instead of simply putting a simple 'Aspect Ratio' option where you can cycle through them all, the developer decided to put in a vaguely named 'Widescreen' option that doesn't even have the functionality the name hints at.
The game certainly looks modern, but do I think it looks good? Not really, I prefer FEAR's graphics. I will however hand it to the sequel that level design appears to be more detailed and interesting.

First thing I thought when I saw "F.3.A.R." was... "FUBAR?

So we get this (
http://pc.ign.com/dor/objects/45894/fear-3/videos/fear3_trl_announcementtrailer_4710.html?show=hi) live action trailer interspersed with (very few) gameplay bits to make some sort of sense of.
Monolith's only 'collaborating' this time with another studio, and John Carpenter's been roped in to help. I suppose he had a hand in creating that trailer.
Anyway, Alma's having a baby (aww), and there's no mention of Beckett anywhere. Holy unexpected endgame boss enemy, Batman! On the other hand, Point Man and Paxton Fettel
are back; presumably, the rest of the original FEAR team are, too.
I'm glad Monolith isn't full-time on this one. I hope they're making NOLF 3 or working on something fresh. I'm just about tired of the relentlessly grim focus their games have had for the past five years.

Don't Activision/Vivendi still hold the rights to NOLF?
