but the percentages were high, not 0%, if i was truly behind the tree, the percentage would say 0%, but this was different, I could hit them in manual, but when the character automatically readjusts its aim in VATS, all the shots hit the tree.

A patch that only fixes 1 mega minor bug of the game crashing when going to exit the game. And the patch is being released only because of Microsoft requesting it, according to the forums over there.
It doesn`t fix any of the major bugs in game currently.

Well, compared with Clear Sky I played recently, the F3 textures are really low-res, it's very noticeable to me.

It's not ugly, just not that great as it could be if the game was designed for PC (UI also greatly suffers from its multi-platformness). Scenery from a distance looks good, but when I come closer it's not so detailed or hi-res as I'd like.

It's big improvement, yes. But sometimes it reminds me modded Oblivion more than Fallout 3, it borrows more of Oblivion that it should, IMO. F.e. the level cap and auto-leveling are plainly bad, why should I aim to improve my stats if enemies become adequately stronger. Copy/paste is more apparent in the undergrounds and Metro, it's not so bad as in O. but still noticeable.

People want a modern looking game and at the same time something TRUE to the legacy of the original games. Now make a game for such people... But it's true that multiplatforming can botch a lot.

I saw a PS3 gameplay video where the typical green color UI elements were reddish, but I've read you can set the UI color to your liking (kinda like Deus Ex?).
Also the main menu is animated on console versions. I presume they decided to keep the classic Fallout style main menu showing a dude in power armor exclusively on the PC version?
So much for minor aesthetic differencies.

I'd say that they suffer from compressed normals, as much as Oblivion suffered from it (nice textures with some blocky "surfaces" on them). Sometimes textures are too low-res (512 or even 256) It's strange, game is 5,5 GB after instalation, so DVD capacity wasn't a problem here, they could easily fit better stuff on it.

They are separated and available through a tree. Let's suppose you have a map previously selected and you want to check what items you have. First you click TAB, then you click Equipment, then you click either Help or Misc., then you scroll through lots of lines because its window can contain only 10 or 15 lines.
To make it worse it's all text, player needs to concentrate on it every time, and considering the juggling with the PIP boy is a big part of the game (it's RPG after all) it tests player's endurance limit. Also, why when player points on an item in the world, the UI doesn't show the item's characteristics? Player needs to pick it up, then navigate through the PIP boy's tree to find the item and learn if it was worth to be picked up or not. For weapons it could show damage points at least and defense points for suits.
This UI just distracts from actual gameplay too much.
