This game has been a real enigma for me.
When I first started and still inside, I was a bit dissapointed as it seemed to much like Oblivion. Same textures, dialog trees ect ect. And the bit when you leave the vault really reminded me of OB. Why oh why did Beth do that?
Once I got outside, things got better and it felt less like that other game. I especially liked the loopy broad that has you helping her write the book. I did a couple of quests for her, (still don't see what the food sanitizer does), roamed around a bit, then decided to at least start the main quest. So far so good.
I got waylayed and ended up in what I think is the Capital building. And this is where I started to have doubts once again. The place was crawling with Supermutants and I should have had my ass handed to me being only level 6 and very low on health. Somehow with my measly pistol, hunting rifle and a few frag mines and grenades, I was able to do away with six or seven Supermutants with 1 HP left. I felt like a badass taking them out as I was being pretty sneaky, laying frag mines and what not, but I really shouldn't have survived that place. Now I knew water would bring your HP's up, but I didn't realize that it would bring your health up to 100% with just 6 or 7 drinks and not hurt you physically. So it's starting to feel a little bit to easy.
On the other hand, there are some very cool things in the game. As others have said, the mini games are very good. I've invested quite a few points in hacking and lockpicking and still find it challenging, (especially hacking). The atmoshphere is great as well, and I actually like the VATS system which I didn't think I would.
So like Oblivion, I'm kind of torn about how much I like it. I'll have some great moments when I think the game is fantastic, and then others that sway me the other way. Time will tell I guess.

Leaving the Vault is one of the key moments - and most affecting ones - in this game. And a moment like this is very important in a game called Fallout anyway. If Fallout 1 was made in 3D few years later, it would have pretty much similar moment. Similarity with leaving the initial dungeon in Oblivion is a coincidence, but a justified one.
In fact I think people who didn't play Oblivion have chance to enjoy F3 slightly more as they can't make any negative connections. :cheeky:

Are people really that upset over the Pipboy interface? It seems pretty straightforward to me.

It's a bit inconvenient to navigate in, particular screens could have been hotkeyed and it takes longer to learn where to look for particular info.
Also that damn default TAB key! :nono:

Fair enough. I don't have that issue myself, but I suppose others may not like it.

Particular screens are hotkeyed (at least on the PC).
I don't use them as I am used to clicking around in the Pipboy, so I don't know the exact ones.
But, try F2, F3, etc.

Not particular screens, particular subsections of the pipboy. F1 opens the character section, but not necessarily to point you want to actually go to, so getting to something like Aid or Equipment often takes a minimum of 2 clicks.
It's annoying because it's something pretty much standard on PC Rpgs to have direct to screen hotkeys, and there are plenty of keys left.
