Guess what, the dude who makes TweakGuides (whose guides helped me to tweak several games before, thanks for that, and he seems to have good knowledge about hardware) defends the game by saying that he tested it thoroughy and had minimum crashes and encountered minimum bugs. Well that's very wrong my friend, in case of F3 the rants about crashes are justified - many people complain about them. And you should go through the extensive list of obscure little bugs here :

Yes I tried it. Nice attempt but I decided that the extended loading times of nicer menus are probably not a good tradeoff.

Now, the 1.0.0.15 patch at least solved the crashes on exit for me, but overall it's not a big improvement. In fact, looking at the long list of bugs I think it would deserve a 250MB MEGAPATCH. The CTD issues is probably not on their end (i and many others don't get them). Bethesda is currently working on the GECK, the community will fix most of the bugs, as usual... can't say i ran into any bugs though, not that i noticed anyways but i bet there are hundreds of them, the Unofficial Community Patch for Oblivion fixed 1800 bugs, as an example.

Rules of thumb:
- crash to the desktop: probably a bug in the game or application.
- machine spontaneously rebooting: could be a bug in a driver. but more likely, hardware problems. very unlikely a bug in a game or application.
The fact that your machine sometimes spontaneously reboots, indicates a hardware issue somewhere. Overheating, flaky memory, underpowered PSU, flaky PSU, damaged component, break in your motherboard, lose contacts, something like that. Potentially it could be the cause of more problems too, like the CTDs you see. You can't blame games or applications until your spontaneous reboots are fixed.
The fact that the machine reboots happen with some games, but not others, can be explained by the fact that some games are more intensive on the hardware. A game can use a single core, another game can use 4 cores. One game can use just a few features (and thus transitors) of your videocard, another game could use all transistors.
Start by downloading a HW monitior.

Keep an eye on your temperatures. Keep the application running while gaming, and when quiting the game, check out your temperature and max temperature. You might be able to check voltages too, but I'm not sure that'll work out correctly after you quit the game (or alt-tab).

To clarify, when it rebooted, the first time it crashed like normal- i.e. out of nowhere and I was wandering the wastes- only instead of going to the desktop, it just froze, music still played, I hit escape, I saw a Windows error message in like 300x200 in 16 colours, closed out of it, PC rebooted.
Second time it happened, it didn't freeze, it was just loading the shopping market, but everything else- error message and reboot upon closing it, was like before.
If the PC just randomly rebooted with no warning ahead of time I would assume it was a hardware issue.
The reboots DID start after I'd done the disable ffdshow trick, by the way. Noticed morrowind.exe and oblivion.exe were in the exclude list as well, automatically.
I don't have trouble with other games.

Well, I'd like to add my voice to the complaints about stability - this game ctds more than Clear Sky for me! (I have the patch btw) It's not quite as bad as gothic 3 without the community patch, but pretty close.

Fallout 3 shipped with a broken version of the GfW Live redistributable. The wrong version of GfW Live can cause issues with games that support it.

While the resetting issue sounds more hardware related than Fallout 3 related, the CTD and freezes have been happening to everyone practically, so it cant be hardware issues for everyone. The game just has alot of bugs. Bugs which will hopefully get fixed in time.
For me as soon as I updated my gfx card drivers 3/4 of the crashes went away. That one where the game would freeze but the music would keep playing being the most common one which was fixed by the driver update.
