I can't remember exactly, but one of the people there mentions during a conversation that a certain city/town doesn't buy water from them and that they seem to have their own source.

Scots:The town that has the chip is necropolis. If you chat with the water merchants and have a high enough speech/intelligence. If not its a bit too the east of the hub. Don't be afraid to wander a bit.
suliman: No weapon damage is absolute. Just think of skill as a "to hit" thing. Though the critical chance is amplified if you have a little knowledge about fallout anatomy. A high to hit helps that immensely.

No damage increase, just better accuracy, especially when doing aimed shots. But don't go overboard in Fallout you only need about 95% on a given skill to reach 'maximum efficiency'. Sure you cant put more points in it, but you won't see as much difference.
@Scots : try to do some quests in The Hub before venturing further, some of them have useful rewards.

My first time through I wound up finding the water chip purely by chance- I'd decided to explore Necropolis simply 'cuz talking to Killian put it on my map... there's not much in the game to explore.

I hit necropolis prior to the hub and wasted a bunch of zombies before realising I couldn't see much else, got bored and left.

However there are perks - Sharpshooter, Bonus Ranged Damage, (other?) - which add regular damage to your ranged attacks. But you must meet certain prerequisites for their availability. RTFM.

Frankly said Scots' playing style made me chuckle few times... but when I remember my first play, I wasn't too far from that! :cheeky:
Fallout is one of those games which are getting better with every new campaign.
