Don't remember the exact numbers but I think that
if you send water caravan to your Valut, the time limit to find the water chip is extened by 100 days, but the time limit to finish the game is shortened by 100 days because the mutants will find the Valut (in unpatched game atleast). Or something like that.

I see, well I think v1.1 removed it (I didn't play unpatched F1 anyway) because then you would have much less time to explore the world and it would create lots of stress for first time players. So now that you buy water from the merchants, the worst thing is you get is frowning Overseer.

I believe what the patch did was to increase the time until the mutants discovered your vault to something like 13 years, so even though buying water from the water merchants shortens the time you've got to finish the game it hardly matters.

Really? It's been a while for me, but I would expect that the called shot penalties and range penalties would seriously hurt your too hit chance on eye shots if you're only at 95%. If you're not using a minigun, you should practically always be shooting for the eyes, simply because the damage potential increase is huge for a single action point.

Well it all depend on your percerption stat a lot. You'll need to put more points into your skills if your perception is low. But if you have (eg.) 8-9 perception and 95% in Small Guns, and use the .223 Pistol, you'll have pretty much always 95% to-hit the eyes (at a reasonable distance, it's a pistol, not a rifle).
Let's also not talk about the Alien Blaster, because you don't even have to aim.

Yes, the patch extended the time limit to finish the game to 13 years, which is a good thing. I was never fond of time limits in a game.
All this talk about Fallout made me wanna play it again. I've never tried it playing with a character with low intelligence, maybe I should try that.

According to Per Jorner's Ultimate Fallout Guide, "The stupid game in Fallout basically means rushing through every area, shooting some people up for no apparent reason and grabbing whatever loot is to be had, but not much else. Stupid dialogues are very brief and they do not in any way connect your character to the world in any meaningful or role-playing-like fashion."
The mental image of it is funnier than the actual doing it. I get the image of a large, muscular, mentally disabled man running into a room, making a lot of UNNN and GUHH noises and then smashing someone's head open on the side of some machine, causing a door to open up revealing a lot of money and/or expensive tech, and he gives a retard cheer and runs out of the room.

So I started playing this on gametap, and obtained an alien blaster thanks to my high luck stat.
Love the weapon, but where can I find some more energy cells to power it?

Two good places to go- there's a gun dealer in the Hub (east end) who sometimes has energy weapon ammo, and the Gun Runners in Boneyard. You can get a discount from the Gun Runners if you perform a certain task for them- kill the big mama deathclaw in the basement of the biggest building in the deathclaw playground, which lies between the Gun Runner compound and the rest of the Boneyard. Remember to destroy her eggs once she's dead.
Alien blaster, huh? I got that my first playthrough too. It's murder in plastic.
However, for games you don't get it, you can't go wrong with the plasma rifle, especially once you get it turbocharged.
