I think multiplayer is a feasible thing, check this out (
http://www.mtavc.com/) these folks made working MP for Gta 3 and vice city building there code off almost nothing. (its pretty laggy but quite playable and it gets less laggy every release)

You would almost need, dare I say it, a governing body to oversee the process of interconnecting FMs and City sections. Otherwise there would be chaos.
Perhaps a massive master grid could be layed out with FM designers choosing "blank" sections of the grid for their creations (as long as no one else has requested those grid coordinates). The assignment of sections would be one of the duties of the governing body.

It'd likely be a system similar to the one used by the internet in order to prevent port accesses from multiple programs; instead new programs are assigned a port to use by an association. Set up a base city grid, and it can be expanded upon as is needed. If you REALLY wanted to, it'd be as simple as just making arcade type things (arcade in the sense of lots of places under a balcony, not a place to go play on video game cabinets) with lots and lots of smokiness, and each one has a sign and will take you to a place; of course, this would require an update every time a new FM was released, but I'm not sure how one could avoid that without making a really annoying system of finding the new mission you just received.

You would need some fairly tight control though. At least for FMs with city components.

It shouldn't be to difficult from the "labor" point of view, since there's nothing a dedicated Thief fan couldn't achieve in the "Thief range", the only problem could be the one that concerns the handling the size of a 1 year old fan city on your hard disk. I don't know how much megs Thief 3 missions occupy, so I'm shooting in the dark here, (no flames, thanks), but that should be a monster :) Not only you should dedicate an entire hd for your Thief World, but also on the web its size wouldn't be a tiny thing.
