taffersparadise is the most complete, I believe. Thief Guild is similarly complete, but is not a download site itself. It provides links to other download sites (like taffersparadise).

http://theboycot.com:8080/Thief/FanMissions/) The BoyCot Quite a good site but missions are uploaded by community members so not every mission is available and you always need to check which version was uploaded, often it's not the latest version.

http://ladyjo1.free.fr/thief/) Lady Jo A comprehensive French site maintained by Athalle, but only links to other d/l sites.
As for the rest my observations for them are:-
Darkloader, Thief the Circle & Thief Missions have not been updated for 10+ years and are all missing 100's of missions.
The Last Glass is a German site that has a very limited bandwidth allocation and is rarely possible to download from it.
TafferParadise often only has only the original release version of FM, Lord Soth appears not to upload a lot of later updates.
Thief Guild usually only links to other d/l sites, a good sight but may link to an older version
Shadow Dark Keep & Keep of Metal and Gold are pretty much up to date but sometimes have older versions of FMs.
Darkfate is without doubt the best site for every latest version but sometimes not easy finding the mission you want as:-
1. Every contest mission is listed in the contest link at the top of the sight.
2. Missions being part of a series are listed under the title of the series rather than under their individual title.
